📋 Administrative & Policy Notes

Morocco controls an estimated 70% of the world's economically recoverable phosphate reserves and is the world's largest phosphate exporter through state-owned OCP Group. Rare earth elements are present in significant concentrations in Morocco's sedimentary phosphate rock (500-800 ppm TREO) and are co-concentrated in the phosphogypsum waste generated during phosphoric acid production. Morocco has no current operating rare earth extraction, but OCP is actively piloting REE recovery from phosphogypsum in partnership with European processors. The Jorf Lasfar industrial complex represents a major potential secondary REE source that could diversify global supply, particularly for La, Ce, Nd, and Sm.
